As Managing Director of Urban Trust Capital a tax credit real estate investment capital advisory firm Andrew Ham has been actively involved in providing historic tax credit equity capital, tax credit investment transaction advice, and historic property rehabilitation since the late 80’s. Ham is a recognized expert on the financing of tax credit enhanced real estate and the structuring of historic rehabilitation real estate transactions. His real estate background includes development, leasing, underwriting and property management.
Mr. Ham received his BA Degree from Widener University and an MS degree from Virginia Tech. Ham is a frequent speaker on tax credit and rehabilitation topics at seminars and state conferences.He lectures on the historic tax credit and historic rehabilitation at the University of Florida and has also lectured at the University of Georgia, Athens.
His clients have included developers, corporations and non-profits throughout the United States. The firm has a special expertise in structuring and financing tax credit investment transactions involving public/private partnerships and for tax-exempt owners of historic properties. Ham’s 2017 client projects include the $44 million Laura Street Trio and the $32 million Barnett Center for Innovation an HTC and New Markets twinned deal in Jacksonville, FL, the Thompson Building a $9.8 million boutique hotel in Hot Springs, AR and the Clarkesville, GA Washington Street Buildings a public-private partnership with the City of Clarkesville and it’s Downtown Development Authority.
Ham is also Vice-President of Community Development Partners, Inc., a niche real estate development company specializing in public/private partnership development projects and Managing Director of SouthEast Community Investment Fund, a New Markets certified CDE and capital investment firm based in Jacksonville, Florida.

As principal, Mr. Atkins oversees program management and serves as the firm’s operational lead. With numerous projects under his direction, he brings a well-rounded approach to the firm’s project programming with extensive experience in the development industry, offering unique skill sets in conceptual architectural design, project development and financing.
Since 1990, Mr. Atkins has maintained a portfolio of private assets including commercial office campuses, medical healthcare facilities and commercial retail properties. In 1995, he founded The Atkins Group, a boutique development company specializing in design-build programming for commercial office, retail and institutional real estate. Atkins later formed affiliated AGI Equities, a holding company of multi-disciplined commercial real estate assets. A native of Jacksonville, Florida, Mr. Atkins attended the University of North Florida School of Business, the Florida Real Estate Institute and is a state licensed real estate broker.

The President and Founder of Community Development Partners, Kirby A. Glaze, has been involved with public/private partnerships for over 30 years as a practicing attorney, local counsel to development authorities and municipalities and as a consultant with his own company, Public-Private Partnership Management, Inc. (4 PM) since receiving his B.A. and law degree from the University of Georgia.
Kirby has a long history of community development success and public private partnership project management, including economic revitalization projects, civic centers, resorts, housing developments, downtown historic rehabs and other community partnerships. In Georgia, Kirby enjoys a statewide reputation representing municipal and government clients including development, industrial, housing and recreation authorities in transactions ranging from bond issues, financial matters, development and construction planning and oversight for public-private ventures.
Kirby has served as program speaker and seminar leader in a variety of university and professional forums.
